This study attempts to explore the effectiveness of NFE) in promoting livelihood development
and social inclusion in Khulna, Bangladesh, through qualitative research. Based on in-depth
interviews with 20 as well as a focus group discussion (FGD) with 10 individuals, which
included NFE beneficiaries, program implementers, and policy makers, the paper describes
how NFE programs contribute to vocational skills building, wage earning and inclusion into
the community. Utilizing thematic analysis, the paper investigates how NFE addresses the
specific educational needs of marginalized groups, especially in disaster-prone and
underdeveloped areas of Khulna. The results indicate that NFE significantly contributes to
economic empowerment through teaching learners life skills such as tailoring, agriculture, and
digital literacy. At the same time, such initiatives create vehicles for social inclusion through
enhancing self-esteem, gender equality, and community participation. But systemic blocks --
including chronic under-funding, absence of institutional coordination, infrastructure deficits,
and socio-cultural resistance -- mean that the scalability and sustainability of these efforts are
constrained. Notably, the research underscores long-standing disparities in gender and
technology and a lack of policy localization as key challenges facing inclusive NFE provision.
Notwithstanding these limitations, the study highlights the transformative potential of NFE in
addressing the education and livelihood deficit in such neglected regions. It calls for the
formulation of context-sensitive, district relationship-based policies and increased
collaboration between the government, implementing NGOs, and local communities to
enhance the effectiveness of NFE. By situating NFE into wider aims of equity and resilience,
the paper underlines the essential contribution of NFE towards sustainability and local growth
in Khulna.
