The study delves in the application of proficiency test at tertiary level in Khulna city. This study tries to identify problems and potential opportunities associated with proficiency test at tertiary level in Khulna city. This study indicates inconsistencies in testing systems which creates incapability in assessment outcomes and the overall reliability of the test. This study also refers that providing teachers adequate training is important. By equipping them with proper knowledge will help to improving the overall testing systems. Standardizing or updating testing materials are also essential to improve the testing system and to make it more reliable. Creating consistent guidelines is also very essential. These guidelines help to improve the testing process and make the test more fair. By giving solutions of problems associated with proficiency test, this study helps to improve educational strategies and learning outcomes
