Through systematic random sampling, this study selects 243 household respondents for a questionnaire survey from 6 villages of most hazard prone coastal upazilla       Koyra. Both qualitative and quantitative method is applied to attain the study objective. The study result suggests that although people living in a similar situation and experiencing similar natural hazard, 84% of them choose to stay voluntarily. Gender, Religion, age, embankment along the river, water logged days, living duration, and dependence on natural resource sources has a significant impact on the people staying decision. Furthermore, Government and non-government support, natural resource endowment, diversified livelihood, low livelihood expenditure, and community support in case of hazard emergency create extra attraction to stay in that area. In spite of severe hazard risk, these advantageous features motivate the respondent to put them as a voluntary non-migrant.
