City Climate Action Plan (CCAP) methodology development

The GIZ LOCAT Project assignment centered on the vertical integration of climate policy, specifically refining the City Climate Action Plan (CCAP/CCK) methodology to bridge the gap between Bangladesh’s national adaptation priorities and municipal-level implementation. By auditing national sectoral strategies and policy frameworks, the study identified critical misalignments in urban planning processes and proposed methodological enhancements to ensure local climate actions directly contribute to national adaptation targets. This strategic alignment, supported by technical consultations and capacity-building for municipal officials, institutionalized an evidence-based approach to urban governance, ensuring that city-level climate-responsive planning is both policy-compliant and technically robust enough to meet long-term climate commitments.
