Strategy and Guideline Development for Urban Community Resilience

The Strategy and Guideline Development for Urban Community Resilience (under the USAID/ADPC BRACE Program) was a strategic governance initiative designed to institutionalize disaster preparedness within the administrative frameworks of Dhaka South City Corporation and Cox’s Bazar Municipality. By conducting rigorous gap analyses of Citizen Charters and Annual Performance Agreements (APAs), the study identified critical entry points for integrating risk-informed planning into municipal budgeting and operations. The project culminated in the creation of bilingual technical guidelines and training packages aligned with Bangladesh's Standing Orders on Disaster (SOD) 2019, effectively bridging the gap between national policy and local urban management to ensure sustainable, community-level resilience against climate and disaster risks.
