Climate Change Policy-Based Loan for Urban Areas in Bangladesh: Identification Study

It is a diagnosis mission for the French Development Agency (AFD) aimed at identifying the financing modalities of a Policy-Based Loan (PBL) focusing on climate change mitigation and adaptation (CCMA) in urban areas in Bangladesh. Different lending options and counterparts are currently under review, including a scenario consisting of a Program-for-Results (PforR) or Results-Based Lending (RBL). The objective of the AFD-financed Identification Study is to identify opportunities to implement a Policy Based Loan (PBL) or a Result Based Loan (RBL) on Climate Change adaptation and/or mitigation in the urban sector in Bangladesh. To do so, I identify major policies and reforms on Climate Change adaptation and mitigation in the urban sector, related projects, related institutional frameworks, related institution(s). Then, I find out suitable government agencies / ministries / departments to initiate a public policy dialogue on Climate Change in urban areas. Further I develop terms of reference for the preparation study of the PBL.
